The Municipality of Ulcinj and the companies it founded owe more than 10 million euros to the Revenue and Customs Administration (UPC) on the basis of unpaid taxes and contributions, which is why their accounts are blocked almost every month, and forced collection measures will not exclude bankruptcy in the future.

The state administration claims that despite the warnings, those tax debtors continue to pay only net salaries.

«The Municipality of Ulcinj and all companies of which it is the founder, despite continuous notifications and warnings that, in order to prevent the accumulation of new tax debt, are obliged to pay salaries and taxes and contributions and continue to pay net salaries,» they said in the UPC. The Municipality of Ulcinj, according to the data from the Administration, as of the end of the IOPPD applications submitted in May 2020, owes slightly more than four million euros, the company Vodovod i kanalizacija owes 2.17 million as of 2020, Komunalne dekatnosti ”2.76 million as of September last year. The data show that the Center for Culture, as of March last year, owes 632 thousand euros for taxes and contributions. RTV Ulcinj as of 2019, owes 261 thousand euros and debts of the Agency for Construction and Development of Ulcinj, the company «For breeding and protection of game» and the Day Center for children and youth with disabilities «Sirena», as of July 2019, amount to 233 thousand euros, ie 307 thousand and 66 thousand euros.

«According to these taxpayers, collection measures provided by law are continuously taken, and almost every month a measure of forced collection is taken by blocking accounts with public companies, including the Municipality of Ulcinj, both for reprogram installments and current liabilities,» they explained. Management.

The Administration reminds that the account of Vodovod i kanalizacija was recently blocked for liabilities for tax periods in the last two months of 2018 in the amount of EUR 84,040 thousand and Utilities for liabilities from March and April 2018, in the amount of EUR 86,193 thousand.

The Administration says that it will continue to apply collection measures to the Municipality and local companies of which it is the founder, as well as to all other taxpayers who are late in paying taxes and contributions for compulsory social insurance.

«And the measures of forced collection will also mean the initiation of bankruptcy proceedings after the exhaustion of other measures for the collection of tax debt,» they say in the Administration.

They explained that the collection of taxes and contributions for compulsory social insurance for current liabilities goes directly from the local companies themselves, while the obligations under the reprogramming agreement signed with the Ministry of Finance and Social Welfare are paid by the Municipality of Ulcinj.

The account of the Municipality, due to the debt to the UPC in the amount of about 300 thousand euros, was blocked in December last year.

The blockade came after the Municipality was late in settling its obligations to the Administration on the basis of a debt rescheduling agreement in the total amount of EUR 5.93 million.

«And the measures of forced collection will also mean the initiation of bankruptcy proceedings after the exhaustion of other measures for the collection of tax debt,» they say in the Administration.
